Your monthly allowance
Every plan includes a number of submissions per calendar month, shared across all of your forms:
- Free - 300 submissions per month
- Pro - 12,000 submissions per month
- Agency - 25,000 submissions per month
The allowance is per workspace, not per form. You may create as many forms as you like on any plan, including Free, and use them on any number of domains. Adding forms never costs you anything on its own; only submissions count.

What counts as a submission
One submission is one successful POST to your form endpoint that we accept and store. That is the whole rule. In particular:
- A submission counts once, no matter how many places it is delivered to. A form that emails three people, posts to Slack, and writes a row to Notion still counts as one
- An autoresponder sent back to the person who filled in the form does not count separately
- Retried deliveries do not count again. If our worker retries a failing webhook, that is our cost, not yours
- Submissions to a form in test mode are not counted, so you can wire up and debug a form without spending your allowance
What does not reach your counter at all
Requests we reject before storing anything are never counted. That includes submissions that fail your field validation, requests blocked by your domain allowlist, requests refused by the per-form rate limit, and anything rejected because the workspace was already at its limit.

What happens when you reach the limit
When a workspace reaches its monthly allowance, further submissions are refused with a 402 response and a clear message rather than being silently dropped. Your visitor sees an error, and you can see the state of your quota in the dashboard at any time.
We do not bill you for overage. There is no surprise invoice for a month when a form went viral. The trade-off is that submissions above the limit are refused rather than accepted, so if you expect a spike, move up a plan before it arrives.
Nothing is deleted when you hit the limit. Submissions already stored stay available on your plan's retention terms, and the allowance resets at the start of the next calendar month.

Rate limits
Independently of your monthly allowance, each form accepts up to 30 submissions per minute from any single IP address. This is a burst control aimed at scripted abuse. A genuine contact form will never approach it, and legitimate traffic from many different visitors is not affected.
If you have a real use case that needs a higher burst rate, talk to us first rather than working around it.

What we consider fair use
WebForms is a form backend: it receives submissions from forms on your own sites and delivers them to you and your tools. Using it that way, at any volume your plan covers, is fair use. We are not going to quibble about a busy month.
Use we consider outside the spirit of the product:
- Using the endpoint as a general-purpose data pipeline, event firehose, log sink, or message queue rather than as a form backend
- Automated or machine-generated submissions at volume, where no person filled in a form
- Spreading one workload across multiple free workspaces to avoid paying for it
- Reselling the service to third parties without an arrangement with us. If you want to offer forms to your own clients, that is what the Agency plan and the White Label add-on are for
Sending conduct - unsolicited mail, phishing, and the like - is covered separately and more strictly by our Acceptable Use Policy.

Unusual spam pressure
If a form of yours is being deliberately targeted and the junk is eating your allowance, that is not a fair outcome and we do not want you to pay for someone else's attack.
Write to help@webforms.to with the form in question. First we will help you harden it - a stricter spam setting, a CAPTCHA, a domain allowlist, or a blocklist usually ends it - and where the circumstances warrant it we can look at the allowance those submissions consumed. Please get in touch while it is happening rather than at the end of the month.

How we handle problems
Our strong preference is a conversation. If your usage looks like it falls outside this policy, in almost every case we will email you, explain what we are seeing, and give you a chance to fix it or move to a plan that fits.
We reserve the right to apply a temporary rate limit, or to suspend a workspace, where usage is actively degrading the service for other customers and we cannot reach you in time. Where that happens we will tell you what we did and why.
Deliberate abuse - as opposed to a plan that no longer fits - is handled under the Acceptable Use Policy and the Terms of Service, which can involve immediate suspension.

Changes to this policy
If we change the limits or the way submissions are counted in a way that is materially worse for existing customers, we will give notice by email before it takes effect. Plan allowances themselves are shown on the pricing page, which is always the current source of truth.
